General Duties: Explosive Safety Specialist (EOD)
Serves as the Unexploded Ordnance (UXO) Specialist responsible for the access, disposal, transportation, and processing of all types of US and Foreign ordnance.
Serve as the technical authority on US, Soviet, Warsaw Pact, and other foreign chemical,
biological, and conventional ammunition.
Responsible for the set-up and operation of Unexploded Ordnance (UXO)/Recovered
Chemical Warfare Material (RCWM) sites/activities.
Serve as Quality Control Specialist (QC), Site Safety Officer (SSO), and Radiation Safety Officer
(RSO) for the organization
Must be able to meet Personal Reliability Program (PRP) in accordance with AR 50-6
****GS-11 Qualifications:
Experience:
One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes (1) disposing of conventional ordnances/explosives; (2) ensuring compliance with DoD explosive safety requirements; AND (3) performing emergency response to found munitions.
Or
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety and Occupational Health.
Or
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total must be 100% or higher.
Selective Placement Factors:
You must be a graduate of a DoD Explosive Ordnance Disposal (EOD) course (i.e. US Naval Explosive Ordnance School). This position also requires you to have a minimum of five to seven years combined military and civilian EOD/ Unexploded Ordnance (UXO) experience.
*****GS-12 Qualifications:
Experience:
One year of specialized experience equivalent to at least the GS- 11 grade level in the Federal service which includes (1) disposing of conventional, chemical, and/or biological ordnances/explosives; (2) ensuring compliance with DoD explosive safety requirements; (3) analyzing operational risks or hazards to ensure compliance with all site-specific safety requirements for EOD/UXO operations; (4) directing emergency response teams to found chemical and conventional munitions; leading lower grade Explosive Safety Specialist (EOD) II in performance of all duties including the preparation of Munitions Data Requirement (MDR) projects, set-up and use of non-intrusive assessment equipment (PINS, NITDS, High Energy X-ray systems, etc.) used for identifying the fill and condition of chemical, biological, and conventional munitions.
General Duties : Engineering Tech (Chemical)
Conduct vulnerability assessments of selected routes by identifying potential hazards to
cargo.
Serve as the Technical Escort Officer for armed escorts of surety material and unarmed
escorts of non-surety materials.
Assist in the operation of fixed and mobile facilities in the handling, assessment and
destruction of chemical and biological munitions for long and short term remedial chemical
and biological missions.
Assist with the setup of temporary weapons of mass destruction (WMD) characterization and
assessment sites in the public domain, Formerly Used Defense Sites (FUDS), and DoD Installations.
Assist with leak-seal, packaging, transportation, and certification in accordance with
Department of Transportation (DOT) for movement of both military unique and industrial
toxic agents across public roadways and international borders.

MINIMUM QUALIFICATIONS FOR GS-05:
Specialized Experience:
One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: (1) Coordinating pick-up and delivery schedules of chemical and biological agents; (2) Calibrating engineering systems to fix detector signals; AND (3) Documenting experimental results related to toxic agents.
OR
Education:
Successfully completed a full four-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology or (b) that included at least 24 semester hours in any combination of courses such as engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
MINIMUM QUALIFICATIONS FOR GS-06:
One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: (1) Participating in daily operations of chemical and biological testing; (2) Interpreting data from charts, readings and graphs to analyze toxic agent activity levels; AND (3) Assisting to the response of chemical incidents or accidents.
MINIMUM QUALIFICATIONS FOR GS-07:
One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: (1) assisting with packaging hazardous materials in accordance with established guidelines (2) recording collected data gathered by handheld hazardous material detectors
MINIMUM QUALIFICATIONS FOR GS-08:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) communicating with team members on the setup of decontamination station to safely conduct chemical and personnel recovery operations (2) identifying potential hazards of chemical agents to report to senior officials and (3) resolving problems in work assignment in accordance with relevant guidelines and protocols related to chemical and OSHA work place safety.
MINIMUM QUALIFICATIONS FOR GS-09:
One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes: (1) Assisting with the maintenance of chemical equipment to ensure equipment is operational. (2) Assisting in packaging of chemicals and munitions in accordance with Federal regulations and (3) Selection of the proper level of OSHA personal protective equipment for the chemical hazards encountered.
MINIMUM QUALIFICATIONS FOR GS-10:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Recording collected chemical, biological and/or radiological data for use by professionals AND (2) Assisting in packaging of chemicals and munitions in accordance with Federal regulations. (3) Prepare and certify hazardous material for shipment in accordance with Federal regulations.
MINIMUM QUALIFICATIONS FOR GS-11:
One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1) Direct chemical operational through varying stages of operations, (2) Prepare and certify hazardous material for shipment in accordance with Federal regulations. (3) Packaging chemicals and munitions in accordance with Federal regulations. (4) Direct team during Technical Escort of chemical and non-traditional agents.
