Deputy to the Commanding General, Senior Civilian

Mr. Charles Hughes

Mr. Charles Hughes assumed his current position on November 1, 2022, as the Deputy to the Commanding General, Senior Civilian. In this position, he exercises broad authority to formulate strategic plans, policies and programs in support of CBRNE operations, readiness and force structure, technical and civilian workforce acquisition, development, employment and recruitment. Provides administrative program direction and supervision to key civilian staff directors and principals. Provides professional advice to the CG on a wide range of issues related to mission support, internal management, and administration; serves as the principal advisor with oversight of the CBRNE Analytical and Remediation Activity, advises on CBRN and EOD capabilities across the DOTMLPF domain; serves as the Chief of Staff when operation command post is deploys and in his absence. 

Mr. Hughes served as 20th CBRNE CMD Deputy G-3 from December 10, 2017 – October 28, 2022. In the position, he assisted with the execution of mission command over assigned FORSCOM (Chemical, Biological, Radiological, Nuclear (CBRN) and Explosive Ordnance Disposal (EOD) Forces geographically separated across 19 installations in support of Army and Joint, Interorganizational, Multinational (JIM) headquarters. Served as the senior operations supervisor with responsibilities for Current Operations, Future Operations, Contingency Planning, Training and Readiness, and Exercises (internal and external), oversight of the Command’s Surety program, modernizing the Command within the Force Management process, and directing five Weapons of Mass Destruction (WMD) Coordinating Teams engagements in support of Army Service Component Commands (ASCC) and TSOCs. Exercised full supervisory responsibilities for military and DA civilians assigned to G3 and the WMD Coordination Teams in the execution of daily operations. Provided oversight of daily common operational picture for CBRN and EOD forces executing missions in CONUS and OCONUS.

Mr. Hughes has a BA, in Business Administration from Trinity College, and is a graduate of the Center for Creative Leadership. He is a graduate of the Civilian Education System Advanced Course, The Marketing Information Course, and Navy’s Staff Officer Planning course. 

His awards are the Superior Civilian Service Award, two Commanders Award for Civilian Service, two Achievement Medals for Civilian Service, four Meritorious Service Medals, and three Army Accommodation Medals.
